Bainbridge Island police arrested a man for burglary on New Year’s Day after he was allegedly found sleeping inside a construction job site trailer being used for the redevelopment of Waterfront Park.
Eddie Clinton Phifer, 33, was charged with second-degree burglary in Kitsap County District Court on Tuesday.
According to court documents, Phifer was found in a trailer owned by Redside Construction, the firm doing the park makeover, after the construction side manager for Redside visited the park on the afternoon of Jan. 1 to check on work that had been done on the project.
When the manager arrived at Waterfront Park, he saw a ladder leaning against the trailer, which was locked and surrounded by an 8-foot fence and posted to keep trespassers out.
The manager also saw a window had been broken out of the trailer, and he said he found Phifer sleeping inside.
Phifer allegedly told the man he was inside the trailer because he wanted a place to sleep.
Police found Phifer nearby, and also discovered he was wearing a high-visibility yellow construction jacket under two or three other jackets.
Phifer allegedly admitted to taking the jacket, and police also determined he had broken a drafting table when he got into the trailer and also had left it ransacked.
A criminal history check was conducted, and police noted Phifer had two unresolved court cases from November and December; a residential burglary charge from Dec. 16 in Snohomish County, and a Nov. 18 first-degree criminal trespass charge in Bremerton. Authorities reported that Phifer also had an extensive criminal history that included arrests for theft, robber, criminal trespass, obstruction of a law enforcement officer, possession of drug paraphernalia and drug possession.
Phifer was booked into Kitsap County Jail late Sunday afternoon and bail was set at $1,000. His next court appearance was set for Jan. 9.
Conviction of second-degree burglary can result in a maximum sentence of 10 years in prison and a $20,000 fine.
