Senior Center upgrade in proposed BI budget

It looks like the Senior Center could be getting a $440,000 upgrade.

During last week’s budget workshop, the City Council affirmed majority support for that and other adjustments to the 2021-22 biennial budget.

The council will hold additional discussion on these preliminary motions Nov. 10. The public can attend the Zoom meeting by using the link on the city website.

The Senior Center would be supported by $280,000 in city funds and $160,000 in funds from the BISCC nonprofit. Council will discuss possibly moving the project to next year, rather than 2023.

Also, a new reserve fund will be created for Sustainable Transportation projects. It will consist of $600,000 in existing fund balance generated from prior Transportation Benefit District revenues.

Funding for climate action initiatives is increased from $300,000 to $500,000.

The city also will move forward with $265,000 to complete spot repairs next year at the Country Club Road bulkhead.

Funding of $15,000 is added for a community-wide survey, and a full-time position is created for a Climate Mitigation officer, to be located within the city’s Executive Department.

The council also took away some money. Work will be done by city staff relying on a model, rather than spending $25,000 on Professional Services for “Complete Streets” ordinance.

Staff also will look at alternatives to address safety concerns rather than spending $100,000 on fencing for the Winslow rain garden.

The council also delayed renovations at City Hall initiated in 2017 and that were to start in 2021.

The Planning Department will have one position cut and another added. Gone is a full-time planner position, to be replaced by a new full-time Senior Natural Resource specialist.

The council also approved the following motions as preliminary potential changes:

•Removal of the Grow Avenue traffic calming project.

•Addition of the Springbrook Creek fish passage project for $50,000.

•Removal of funding for Island Center Subarea Plan implementation and Comprehensive Plan Periodic Update and instead use those dollars for the Winslow Master Plan Update, including affordable housing strategies.
