The Bainbridge Island City Council will review a revised ordinance this week that clarifies the functions and duties of the city’s Utility Advisory Committee.

In a meeting earlier this month, the council came forward with recommended policy changes to the committee to help get it back on its feet in time for the Capitol Improvement Plan update.

These new policies included increasing staff support for the group and requiring the committee to operate under the Open Public Meetings Act by accepting public comment and utilizing city-issued email accounts.

The council would also require that the UAC provide recommendations for city-utility business before the council takes action on an item.

The changes, however, instruct the UAC to stick to matters of policy. Operational issues will be beyond the purview of the committee.

Committee members will also be limited to a maximum of three consecutive terms.

A subcommittee made up of Mayor Anne Blair and councilmen Dave Ward and Steve Bonkowski reviewed the existing UAC ordinance and procedures to discern where changes would be necessary.

Once the policy changes are approved, the council will reopen the member application and appointment process for the committee.

The council will consider the ordinance during the “council discussion” portion of this week’s agenda.

The city council meets at 7 p.m. every Monday in city hall.
