BIPD promotes some, hires others

The Bainbridge Island Police Department is starting the year with some faces in new places, along with some new faces.

Crpl. William Shields has been promoted to sergeant. He’s been with BIPD since 2015 after serving nine years with the Moscow Police Department in Idaho. Shields also holds a bachelor’s degree in Criminal Justice and Criminology from Portland State University and his master’s degree in Public Administration from the University of Idaho. His experience at BIPD as a fleet manager, traffic collision investigator, field training officer and uniform equipment specialist led to his promotion.

Crpl. Gary Koon has been promoted to sergeant, too, after being a corporal since 2019 and with BIPD since 2012. With BIPD, Koon has served as a certified firearms instructor. Some of his collateral duties have included boat operator, motorcycle officer and field training officer.

Charlie McCarty was recently promoted to corporal. He’s served with the BIPD since 2018 and was with the Jefferson County Sheriff’s Department for 17 years before that and in the U.S. Marine Corps as a sergeant before that. At BIPD, McCarty is a field training and marine officer, along with a firearms, Taser and patrol tactics instructor. His added experience as a women’s self-defense, active shooter response and Blue Courage instructor, along with being a team member in tactical response, helped him in the promotional process., a city news item says.

Charles Kazer also was promoted to corporal. He’s been with the department since 2015 and has been in the U.S. Navy. He holds a bachelor’s degree in Social and Criminal Justice Administration with a minor in Business Administration and Accounting. He is a certified hostage/crisis negotiator and a SWAT operator. At BIPD, Kazer is the department’s lead crisis intervention officer and a field training officer.

New officers include: Colt Lasnier, who has served in the Marines; and Roger Swann, who was with Seattle police for two years.

Leaving the department is retiring Sgt. Trevor Ziemba, who was with BIPD for 14 years before moving to Florida recently.
