Bainbridge Island may prohibit pet sales from puppy mills, kitten mills

Bainbridge city officials are considering adopting a ban on the sale of pets raised by “puppy mills” or “kitten mills.”

Councilman Kol Medina has been asking others on the council to support such a ban, which is expected to come before the council at its meeting Tuesday.

Medina brought up the idea with Bainbridge Mayor Val Tollefson in April, and last month, asked him to put the ban on an upcoming agenda.

According to a draft ordinance prepared for the ban, the ordinance will require pet shops to sell only dogs and cats that “was obtained or displays in cooperation with an animal shelter or animal rescue league.”

As part of the push for the new rules, Medina has shared with city officials of 230 other cities or governments that have retail pet sale bans.

The list includes cities from California to New Jersey; none are in Washington state.

In an email to Tollefson, Medina noted that no organization on Bainbridge currently sells dogs or cats from “mills,” though one was believed to have been on the island about 10 years ago.

In a letter supporting the Bainbridge ban, officials with the Kitsap Humane Society noted it had tried to get a similar ban in place for all of Kitsap County.

The organization also noted that it had “little ability to track data locally on the impact of puppy mills” but said the Bainbridge ordinance could help raise awareness of the issue.

The city council meets at 7 p.m. Tuesday, June 6 at city hall.
