Paper bag user fee makes no sense | Letters | Jan. 12

I understand getting rid of plastic bags, but I don’t understand how that correlates to a fee for every paper bag that until now was free.
The only thing that makes less sense was the council refusing to put the utility lines on Winslow Way below ground.
