New studio units in Winslow Hotel would be dedicated to low-income workers

The 11 new studio apartments that have been added to the Winslow Hotel project won’t be available exclusively to hotel workers, according to an environmental checklist for the project that has been submitted to the city.

Madison Avenue Development is hoping for city approval to build the Winslow Hotel, an 87-room lodging facility, on two lots in downtown Winslow.

The project includes a restaurant and bar, banquet and meeting space, a landscaped courtyard, and parking underground and near the hotel building.

According to an updated environmental checklist prepared by the project’s planners, the 11 new units in the hotel would be made available to low-income service workers in Winslow.

Previous reports indicated the new studio units would be set aside for hotel workers.

Bainbridge city officials announced Friday that Madison Avenue Development submitted revisions to the hotel plan in October, and the changes will be reviewed by city planning staff before the project is sent back to the planning commission.

A two-week comment period on the hotel started Friday, Nov. 1.

Updated information for the hotel project said the development is expected to add 808 vehicle trips each day after the building is finished. The hotel itself will add 727 daily trips, while the 11 new low-income units in the project will add 81.

For peak-hour traffic — 4 to 6 p.m. — the project will add another 58 trips to local streets, according to the developer.

In a recommendation earlier this year, the planning commission said the original plans for the hotel should be rejected because the hotel was too big for downtown Winslow, and added that the hotel was not being built for the benefit of Bainbridge residents, and also noted the project would add more traffic and noise to Winslow Way.

Officials with the Hotel Winslow project declined to comment Friday on the changes to the hotel plans, and said they were reviewing the city’s decision on how to process the proposed addition of 11 affordable housing units within the volume of the hotel.
