Bainbridge fire board approves new 5-year contract for fire chief

Ask Bainbridge Island Fire Chief Hank Teran where he’ll be in five years, and he’ll be able to tell you.

Commissioners for the fire department’s board have approved a new five-year employment contract with Teran.

Teran will continue on as chief of the Bainbridge Island Fire Department through February 2022.

His current contract, also for five years, was due to expire in Feb. 28, 2017.

“It is both an honor and privilege to continue to serve our community and the Bainbridge Island Fire Department as fire chief,” Teran said.

Ed Kaufman, finance manager for the Bainbridge Island Fire Department, said the biggest change between the old and the new contracts was the elimination of a $1,500-a-month housing allowance, which has been folded into to the chief’s base salary.

Teran’s base salary under his current contract is $11,246 monthly, or $134,957 annually. (His total salary also included a 60-month housing allowance, education premium and longevity pay.)

The new agreement sets the base salary at $13,805 a month, or $165,670 per year.

The contract was approved by the Bainbridge department’s board of commissioners by a unanimous vote.

“We were nothing but pleased with his performance over the last several years. And we reached out to a number of former commissioners, as well, for their comments,” said Bainbridge Fire Board of Commissioners Chairman Tim Carey.

Commissioners also examined chiefs’ contracts with surrounding fire departments and did comparisons, Carey said. Talk about the agreement has been a topic in closed-door executive sessions since October.

“We looked into what was going to be fair,” Carey said.

“Neither side, the commissioners or the chief, gave away the farm,” Carey said.

Carey, who has previously served the department as a volunteer and later, an interim commissioner, said he’s gotten to see the chief from a few different vantage points over the years.

“I just think he is wonderfully qualified to lead our fire department, and he’s doing a great job,” Carey said.

In addition to increased pay, the employment agreement also includes 11 paid holidays, and 216 hours of vacation per year.

Other benefits include coverage of all health care premiums (95 percent for family members), coverage of all health insurance for dental, retirement contributions and life insurance and disability coverage. That benefit package pencils out at about $26,800 for 2017.
